The rapid integration of generative artificial intelligence (GenAI) into English language education has transformed feedback practices in academic writing. While previous studies have highlighted the effectiveness of AI-generated feedback, little is known about whether teacher-AI collaborative feedback can produce greater learning gains than conventional teacher feedback while fostering learner agency in EFL writing classrooms. This mixed-methods quasi-experimental study examined the effects of teacher-AI collaborative feedback on writing quality and learner agency among 100 third-year English-major students enrolled in a Writing 5 course at a university in Central Vietnam. The experimental group received teacher-AI collaborative feedback, whereas the control group received conventional teacher feedback while learning to write opinion and discussion essays. Data were collected through pre- and post-writing tests, learner agency questionnaires, reflective journals, and semi-structured interviews. Compared with the control group, the experimental group demonstrated significantly greater improvements in writing quality, particularly in idea development, coherence and cohesion, and the clarity and logical organisation of written expression. They also exhibited stronger learner agency by more effectively evaluating and selecting feedback, assuming greater ownership of the final version of their writing, and developing a clearer understanding of the complementary roles of themselves, the teacher, and AI throughout the writing process. The findings suggest that teacher-AI collaborative feedback is a more effective feedback model than conventional teacher feedback for enhancing both writing quality and learner agency. The study contributes to the emerging literature on AI-supported writing instruction by positioning learner agency as a key pedagogical outcome of human-AI collaborative feedback.
